- The 53rd Annual Vital Statistics Conference Wrap-Up
Thanks to everyone who attended the 53rd Annual Vital Statistics Conference. We are currently working on posting the 5-Star Service Award winner pictures and the powerpoint presentation that were presented at the conference. This may take a little time. - New *Hands-On* TER Death Registration Training Opportunities
A New Hands-On TER Death Registration training has been scheduled for Wednesday, October 10th Fort Worth, Texas.
From 8:00 am to 12:00 noon the training will be for Funeral / Mortuary Service Owners, Managers, Directors and their Staff only.
From 1:00 pm to 4:30 pm the training will be for Medical Facilities( Hospitals, Nursing Homes, Hospice); Justice of the Peace / JP Employee; Medical Examiner / ME Employee; and Physician / Physician's Employee only.
We will be repeating the training on Thursday, October 11th at the same location

It is that time once again. - New Local Registrar Print Queue
Local Registrar may now print out amendments and replacement records (adoption and paternity records) using a new feature in TER called the Local Registrar Print Queue..
This will allow local registrars to have amendments and replacement records on file in a fraction of the time that it takes for Texas VSU to mail them to locals. We believe this will be a more efficient and cost effective process the current process for both the local registrars and Texas VSU. - Texas Electronic Death Registration Trainings
New TER Death Registration training have been scheduled on Thursday, July 12th from 9:00 am to 12:30 pm in Brenham, Texas.

- Bills signed by Governor Perry that will impact Vital Registration
Governor Rick Perry has signed into law legislation that will have an effect on current Vital Statistics Procedures. House bill HB-1739 will require funeral directors and medical certifiers responsible for completing death certificates to file those death certificates electronically according to guidelines established by the state registrars. [HSC § 193.002, HSC §193.005] This electronic process is TER Death Registration. This goes into effect September 1, 2007.
House bill HB-1260 will exempt military personnel who are being deployed to service in a hostile fire zone from certain state and local government fees in order to ease the burden created by this short preparation period. This would include certified copies of birth certificates, recording of marriage licenses, and the issuance of marriage licenses. Effective September 1, 2007.
House bill HB-2685 has a number of changes relating to marriage licence recording and issuance. This bill increases the marriage license fee from $30.00 to $60.00 [LGC §118.011(a)]. However the $60.00 fee would be waived for those couples who present a certificate of completion of an eight hour a premarital education course in the key compliments of a successful marriage. This course would be provided by instructors approved by the Health and Human Service Commission. This will not go into effect until September 1, 2008. We will post information on our website when we receive more information regarding the premarital education course and which department from the HHSC will be approving the instructors.
Senate bill SB-432 would amend the Texas Family Code to state that a person who is not the parent of a child must have the "court-ordered right to consent to marriage for the applicant." [FC §2.102 (b)]
Senate bill SB-1624 allows for persons who have been determined to be the heir to a decedent, through genetic testing, to request from the court an order to amend their birth record to reflect this. For example if, through court-ordered genetic testing, an individual is found to be the child of a decedent, that individual may request from the court an order to amend their birth record to reflect that they are the child of the decedent.

- The 80th Texas Legislature Update: Bills sent Governor Perry to be signed
Legislation has been sent to Governor Rick Perry to be signed that would have an effect on current Vital Statistics Procedures. House bill HB-1739 would require funeral directors and medical certifiers responsible for completing death certificates to file those death certificates electronically according to guidelines established by the state registrars. [HSC § 193.002, HSC §193.005] This electronic process is TER Death Registration. The bills authors believe that making electronic filing of death records a requirement greatly increase the accuracy of death records and may eliminate delays in the postmortem legal proceedings, such as estate settlements, accessing the accounts of the deceased, and the collections of insurance claims.

A quick reminder to ensure that you are mailing the correct pre-paid envelopes to Texas Vital Statistics.
For the large (9 X 12) pre-paid mailing envelopes, make sure that the
zip code reads "78756-9800" and contains a bar code on the top and right side.
For the small (4 X 91/2) pre-paid mailing envelopes, make sure that the zip code reads "78756-9987" and contains a bar code on the top and right side.
Please destroy all other 9 X 12 and 4 X 91/2 pre-paid mailing envelopes that do not meet the criteria stated above. Failure to utilize the correct 9 X 12 and 4 X 91/2 pre-paid mailing envelopes could result in the revocation of our business reply mail permit. Also, it is against postal regulation to tape the smaller envelopes onto the larger ones. - 80th Legislation Update: House Bill 2061 Passed and Signed by Governor Perry
House bill HB-2061 relating to the acquisition or disclosure of the social security number of a living person by a governmental body, including by a district or county clerk, was signed into law by Governor Rick Perry on March 28, 2007. This is to be effective immediately.
This bill amends the Government Code to state that a county clerk or district clerk is not liable for the disclosure, in the ordinary course of business, of a social security number contained in information held by the county or district clerk. However, the county or district clerk shall establish a procedure for the redaction of a social security number in information held by the clerk, including information available on an Internet website maintained by or controlled by the clerk upon written request by that individual or that person's authorized representative[1]
