Request for Expression of Interest for Individual Consulting Services
IC 35: Monitoring & Evaluation Consultant
The United States of America, acting through Millennium Challenge Corporation (MCC), and the Government of Georgia executed a Millennium Challenge Compact on September 12, 2005, which sets forth the general terms and conditions on which MCC will provide funding of up to $295,300,000 to the Government of Georgia. The Program aims to reduce poverty through economic growth in the regions outside of Tbilisi by focusing on key constraints to economic growth through rehabilitation of dilapidated infrastructure, improvements to roads and energy infrastructure, and investment in businesses.
The Program will be implemented over 5 years and comprises the following Project Activities: (i) Samtskhe-Javakheti Road; (ii) Energy Rehabilitation; (iii) Regional Infrastructure Development; (iv) Georgia Regional Development Fund; and (v) Agribusiness Development Activity.
In this procurement proceeding, the Government is represented by Millennium Challenge Georgia Fund (the “MCG”). MCG now invites eligible individual consultants to express their interest in providing consultancy services for the following position:
IC 35: Monitoring & Evaluation Consultant
The objective of this assignment is to support the M&E Unit in planning and implementation of surveys for Program impact evaluation. Individual Consultant (IC) will work with a working group, consisting of MCG and the Georgian Department of Statistics.
Duration of the assignment is 12 months.
Interested consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant’s submission.
Key qualifications:
- Master degree in Psychology or Sociology;
- Minimum five years of practical working experience in designing, planning and managing of qualitative surveys;
- A solid understanding of rural infrastructure and enterprise development aspects in Georgia;
- Qualitative information analysis and result-oriented report writing;
- Use of MS Office applications;
- Good knowledge of Georgian, Russian and English languages.

4. Brand Manager (1 position)
General Duties and Responsibilities:
- Manages all aspects of marketing programs for three different automobile brands
- Adapting brand positioning, developing strategies, communication plans, annual advertising and consumer programs for his/her brand portfolio.
- Developing plans and programs to maintain and increase the brand availability in the market, rolling out product and packaging launches and implementing local advertising activities
- Monitoring the implementation of the advertising plans for the brands: guiding and controlling the agencies to maximize the effectiveness of the company’s strategies
- Management of brand budget, including control and approval of marketing charges and claims submitted to agencies and suppliers.
- Initiating and coordinating the necessary market research tests
